Interview with Special Districts Association of Oregon

ORPA met with Frank Stratton, Executive Director of Special Districts Association of Oregon (SDAO).  We discussed the importance of SDAO and how our partnership is helping special districts and local agencies around the state of Oregon.

What is SDAO and why is it important in Oregon?

SDAO is a not-for-profit association of special districts and other local government entities in Oregon. Our mission is to assist special service districts in providing cost-effective and efficient public services to the people of Oregon.

What types of services do you provide?

 We provide advocacy with state administrative agencies and other units of government, training, information resources, risk management services, grants, and other support programs to our members. We also administer Special Districts Insurance Services (SDIS) which is the self-insured trust for SDAO members. Through that program, we offer various lines of insurance coverage including property, liability, workers’ compensation, medical, and dental.

How have you helped special districts in Oregon? 

 We have helped over 900 special districts in Oregon by providing trainings, networking, consulting services, on-site visits, and administration of the SDIS insurance program. The insurance program offers various lines of coverage at reasonable and stable rates.

What types of programs can your members take advantage of this next year?

Our annual conference will take place in February in Seaside. We will have an exciting lineup of pre-conference and regular conference sessions appealing to board members and staff. We will also be offering regional training in the spring, summer, and fall featuring human resources, board training, and board member topics. 

How does ORPA play a role in your work?

Our affiliation with ORPA is important part of the work we do with our park and recreation members. ORPA provides extra support with our training efforts, advocacy, and member services. We find this relationship to be so valuable that we offer a discount on property and liability insurance for our members that have a membership with ORPA through the SDIS Best Practices Program.

What are you hoping attendees will get from the conference?

 We hope that attendees take advantage of the wonderful training opportunities the conference has to offer, make connections with park and recreation colleagues, and leave feeling inspired to continue doing great work.

Frank Stratton has been involved with SDAO as either an employee or consultant for the past 27 years.  As the current Executive Director at SDAO, he is responsible for overseeing all operations including governmental affairs, legal services, risk management, underwriting, claims, and information technology.  Before becoming the Executive Director, he served as the SDAO Director of Insurance Services for 10 years.  In the past, as an employee of Marsh Inc., he provided underwriting services and pool management services for City County Insurance Services, the Colorado Special Districts Association, and the Montana Contractors Association Trust.  He is also a licensed property/casualty insurance agent.
